Corona, Ca: Teacher Arrested Friday of Possible Molestation

Stephen Wolford, 49, was arrested following a six-month investigation after reports of a “possible molestation”. (Riverside County Sheriff’s Dept.)

A teacher at Eleanor Roosevelt High School in Eastvale was convicted Friday of a misdemeanor count of annoying a minor but the jury was not able reach a verdict on a felony charge of lewd acts on a child and a mistrial was declared.

Deliberations in the trial of Stephen James Wolford, 49, began Thursday afternoon, and by 3 p.m. today, jurors weighing the Lake Elsinore man’s fate notified Riverside County Superior Court Judge Eric Helgesen that they were deadlocked.

Corona, CA: Calvert To Seek 42nd District Congressional Seat

The newly redrawn 42nd District includes Murrieta, Menifee, Wildomar, Lake Elsinore, Canyon Lake, Eastvale, Norco, Corona, a portion of Temecula and eight unincorporated communities.

Yesterday, Congressman Ken Calvert, R-Corona, announced his intention to seek election to the 42nd Congressional District.

The newly redrawn 42nd Congressional District--as finalized today by the California Citizens Redistricting Commission--includes the cities of Eastvale, Norco, Corona, Lake Elsinore, Wildomar, Canyon Lake, Menifee, Murrieta and a portion of Temecula.

First elected to Congress in 1992, Calvert, 58, currently serves the 44th Congressional District.

"The largest city in the 42nd District is my hometown of Corona and I have had the pleasure of representing all of the communities in the district at one time or another during my time in public service," Rep. Calvert said in an emailed statement.

"I am honored to represent my constituents in the House of Representatives and I look forward to asking for their vote once again next year."

The 42nd District also includes the unincorporated ares of El Sobrante, Woodcrest, Temescal Valley, Lakeview, Nuevo, Homeland, Winchester and Aguanga.

Redistricting takes Murrieta out of the 45th Congressional District--currently represented by Mary Bono Mack, R-Palm Springs--as of 2012.

A small portion of Murrieta is also currently in the 49th District, represented by Darrell Issa, R-Vista.

The new boundaries combine Murrieta into one district.

Eastvale, CA: New bill yanks cash from cities' general funds

Cash-strapped California cities are feeling the pain after Governor Jerry Brown signed a budget bill taking away some state money that would normally go into their general funds. The cuts could bankrupt some smaller cities.

Like Pasadena, most California cities were blindsided by last-minute state legislation that pulled money out of already-bare city budgets. Nearly two-thirds of it will come from public safety budgets such as police and fire.

It's known as California State Bill 89 and it eliminates $130 million in city vehicle license-fee money. More than $530,000 for Pasadena, enough for four police officers and four firefighters.

"A half-million dollars for the city of Pasadena doesn't sound like it will change the course of history, but in fact it comes at the end of this long process where every $50,000 makes a huge difference," said Pasadena Mayor Bill Bogaard.

It makes a bigger difference depending on the size of the city and the budget, according to the League of California Cities.

The league says three newly incorporated cities -- Eastvale, Menifee and Wildomar -- could find themselves bankrupt. Incorporation costs are in the millions of dollars. Now there is an unanticipated loss of hundreds of thousands of dollars.

Brown signed SB 89 as part of the state's budget-balancing mission.

Cities such as Los Angeles with its tax base don't feel much pain from SB 89. The net loss to Los Angeles is $8 million. That's only one-fourth of 1 percent of the city budget.

It will hurt cities such as Pasadena and Eastvale. Pasadena's mayor says they were caught by surprise by what the League being called "stealth" legislation.

"We spent the last six or eight hours of deliberations over a 10-day period concerned with amounts that were less than the amount that we will lose under SB 89," said Bogaard.

For small cities like Pasadena the "stealth" budget cuts can be a problem, potentially serious. But for even smaller rural cities, they can be disastrous.

Riverside, CA: Supervisor Proposing 13 Counties Secede From California

Under the proposal, Riverside, Imperial, San Diego, Orange, San Bernardino, Kings, Kern, Fresno, Tulare, Inyo, Madera, Mariposa and Mono would be asked to consider forming a 51st state, the State of South California.

Riverside County Supervisor Jeff Stone, 3rd District, announced Thursday that he will ask leaders in 13 counties to begin discussions about seceding from the State of California.

Under the proposal, Riverside, Imperial, San Diego, Orange, San Bernardino, Kings, Kern, Fresno, Tulare, Inyo, Madera, Mariposa and Mono would be asked to consider forming a 51st state, the State of South California.

Boards of supervisors and city councils within those counties would be invited to meet and discuss the feasibility of secession from California, Stone said in a statement sent by Ray Smith, spokesman for the Riverside County Executive Office.

"He is so disenfranchised with the state's inabilities," said Verne Lauritzen, Stone's chief of staff, in a phone interview late Thursday.

"So he is recommending we start some discussions with other counties, and there are lots of them.

"He is dead serious."

Lauritzen said Stone, who represents the communities of Murrieta, Temecula, Menifee, Canyon Lake, Hemet and San Jacinto, as well as several unincorporated areas, is largely frustrated with the Legislature's passage of Senate Bill 89.

The bill threatens to dismantle newly incorportated cities because it diverts vehicle license fee revenue to fund public safety.

The bill would drastically affect newly incorporated cities of Wildomar, Menifee, Eastvale and Jurupa Valley, Lauritzen said.

All are dependent on the vehicle license fee revenue.

Wildomar stands to lose $1.8 million in revenues if SB 89 is not amended. Potential revenue losses for the three other new cities are even higher, with Eastvale standing to lose $3.1 million, Jurupa losing $6.2 million, and Menifee dropping $3.9 million, according to a letter written by legislators to Gov. Jerry Brown.

The legislators asked the governor to return Senate Bill 89 to lawmakers for amendments.

“This revenue accounts for 20 percent to 25 percent of the entire budget for these new cities. These cities will be seriously impacted by this realignment and will have way no ability to recover from this devastating loss of revenue. The four cities in Western Riverside County (and unknown others statewide) may be forced into bankruptcy or un-incorporation as a direct result of this bill,” the letter states.

Assemblyman Kevin Jeffries, 66th District, Assemblyman Paul Cook, 65th District, Assemblyman Jeff Miller, 71st District, Assemblyman Brian Nestande, 64th District, Senator Bill Emmerson, 37th District, and Senator Bob Dutton, 31st District, all signed the letter.

Otherwise there will be a “devastating effect on four new cities within our region and may well result in bankruptcy or un-incorporation of one or more of them,” the letter stated.

Stone is slated to bring his breakaway proposal to the Riverside County Board of Supervisors on July 12.

Stone suggested the new state consider a part-time legislature, shifting governance more toward local control. Part-time legislators might receive only a $600 per month stipend and no other financial benefits except travel expenses to the new state capitol, he said.

Also open for consideration would be doing away with term limits, actually enforcing the state’s borders, adopting reasonable sales taxes and a provision like Prop. 13 that would control property taxes.

Counties and cities interested in the proposal, including those Stone has not already identified, would be invited to sit down and discuss the proposal.

He also suggested convening a meeting at the Riverside Convention Center, where residents and officials from each county and city would be welcome to offer ideas and testimony.

“Are there huge challenges? Absolutely,” Stone acknowledged. “But the destruction of California has to stop and we won’t know what we can accomplish unless we sit down and consider the possibilities.”

Eastvale, CA: Eastvale man arrested on child pornography charges

An Eastvale man who allegedly snapped explicit photographs of a young girl was under arrest today.

Keenan Dwayne Walker, 35, was arrested Wednesday afternoon on suspicion of lewd acts on a child under 14 years old and possessing child pornography.

The Eastvale man is being held in lieu of $50,000 bail at the Larry D. Smith Correctional Facility in Banning.

According to Riverside County sheriff's Sgt. Matthew Sims, a young girl, who was not identified, told deputies that Walker had been taking pictures of her naked, prompting investigators to question the suspect.

A search warrant was executed at his house in the 14000 block of Comfort Cove, where "several cameras and computers were seized as evidence," the sergeant said.

He did not divulge the types of images found on the computer hard drives.

Anyone with information helpful to the case was asked to call the sheriff's Jurupa Valley station at (951) 955-2600.

Eastvale, CA: Taco Brawl...Calif. restaurant captures wild melee on tape

Editors Note: While I would normally not post something like this I felt compelled when I watched the videos; knuckle heads at their best put to music…let’s get ready to rumble!

WARNING: MAY BE TOO GRAPHIC FOR SOME VIEWERS.

EASTVALE, CA: Fists were flying in a California taco shop after a group of five young men started beating on each other in what appeared to be a random brawl, in which the hits keep coming.

The surveillance video of the fight which occurred around 2 p.m. on January 5th at Tacos Del Rio in Eastvale made it to YouTube and has racked up over 92,000 hits.

The video, which is seen from three angles, shows the youths, two at the door of the restaurant and three inside, exchanging words before things turn violent.

The two kids at the door, one of whom was holding a small animal, start egging the other kids on before dropping the animal and getting in on the action themselves.

Horrified patrons of Tacos Del Rio run out, tables overturn, workers scream for the men to leave while calling for police...and while the fight only lasted about 45 seconds, there was more punching and kicking than during some MMA events, reports CBS affiliate KCAL.

The owner told KCAL that he is unsure how the security tape got released.

Corona, CA: Corona, Norco, Eastvale mayors lobbying for bridge funds

The mayors of Corona, Norco and Eastvale said Tuesday that together they are lobbying federal officials for money to build a new Hamner Avenue bridge over the Santa Ana River.

Norco is widening Hamner from two lanes to six north and south of the river in anticipation of the opening of the Silverlakes equestrian and sports park, now expected in 2012. The property is just north of the river.

Hamner also is a key route for residents in and out of Eastvale, which is to Norco's north. Hamner extends south into Corona.

Though the road is being widened, the bridge will remain at two lanes until the money can be acquired to replace it. The mayors said they have discussed the bridge with Rep. Ken Calvert, R-Corona.

"By building a larger bridge, it not only will handle the traffic but also the excess amount of water we get every few years," Norco Mayor Berwin Hanna said. "If that bridge washes out, we're all kind of paralyzed."

Hanna, Corona Mayor Stan Skipworth and Eastvale Mayor Adam Rush spoke at a meeting of the Corona-Norco Republican Women's Federated. They took questions about issues that affect the cities individually and as a Riverside County region.

Skipworth said it is important to speak with one voice to state and regional boards about transportation and economic development.

"We can't act exclusively of one another," Skipworth said. "The streets and roads don't go to the city limits and stop."

Rush grew up in Corona and lived in Norco for four years before settling in Eastvale, which became a city in October.

"One of the reasons Eastvale became a city is because we wanted a seat at the table at the inner workings of county government ... and get our fair share," Rush said.

The mayors plan to meet with each other at least four times a year.

Rush said that dialogue is important "to make sure we are working in each others' common interest and for the residents."

The mayors all agreed that redevelopment agencies provide an important service to their cities and said they oppose Gov. Jerry Brown's proposal to eliminate them and redirect the money.

Hearthside Lane in Corona in default!

Potential buyers beware

One of the new communities in Eastvale is in trouble. Irvine builder California Coastal Communities is in default on a loan that is secured by several properties. One of those is Hearthside Lane in Corona. They are currently negotiating with the lender to turn over these properties to them. So it you are currently looking at a Hearthside home you might want to hold off. There's no telling what will happen once the lender takes the project.

Here's part of the press release

Impairment charges of $29.1 million recorded during the third quarter of 2008 primarily reflect fair value write-downs for the Hearthside Lane project in Corona and Las Colinas project in Lancaster of $24.1 million and $1.5 million, respectively, and a $3.4 million charge related to our Woodhaven project in Beaumont. Subsidiaries of Hearthside Homes, Inc. are currently in default on the loans secured by the Hearthside Lane and Las Colinas projects and they are attempting to negotiate a consensual resolution of the loans which is likely to involve turnover of the properties securing these loans to the lender. Therefore, under GAAP the Company was required to reduce the carrying value of the Hearthside Lane and Las Colinas projects to their estimated fair values during the quarter ended September 30, 2008. After these impairment charges, the related debt exceeds the carrying value of these assets by approximately $18.5 million. If the Hearthside Lane property is transferred to the lender in full settlement of that loan, the Company will recognize a substantial gain as a result of debt cancellation. If the gain is equal to the amount that the recorded debt exceeds the carrying value of the assets, the $18.5 million pretax gain would result in a gain of $10.9 million after tax, or $1.00 per share. Both of these loans are guaranteed by Hearthside Homes, Inc.; however, they are not guaranteed by and do not otherwise constitute obligations of California Coastal Communities, Inc. There can be no assurance that the lender will agree to a consensual resolution of these loans.

Yearly event grows Eastvale adds to summer picnic

EASTVALE - For this growing community, Eastvale Community Events Committee officials knew one day would not be enough for the annual Picnic in the Park.

So the committee expanded the picnic to three days, adding a concert and a carnival.

--------------------------------------------------------------------------------
Picnic in the Park
WHEN: Today, noon to 10 p.m. (fireworks at 9:45 p.m.); Sunday, noon to 5 p.m.

WHERE: Harada Heritage Park, 13100 65th St., Eastvale

COST: Free

--------------------------------------------------------------------------------

"People are really starting to look forward to the event. This isn't just people in the area. We're getting people from the surrounding communities," said Lupe Nava, co-chairwoman of the event along with Kathie Bogart.

Picnic in the Park was started by committee members four years ago to offer events to the community, Bogart said.

When it was first being put together, there were no other summer events in the area.

"There was a time when we were like an island. We didn't even have a grocery store in the area," Bogart said. "We didn't even have recreational events to our parks."

Aside from entertaining the community, both Bogart and Nava hope the event brings a sense of community to Eastvale. They also hope it will become a tradition.

"It's just something to do, and maybe you'll meet someone who lives right next to you or down the street," Nava said.

As a one-day event, Picnic in the Park would typically draw 4,000 people,

with a couple hundred more going to the fireworks show at night, Nava said.
But with the new format, Nava said she is anxious to see what the turnout will be.

The Jurupa Community Services District is helping with the picnic, and the Eleanor Roosevelt High School Climate Boosters club is helping with the carnival rides.

Nava said the group tries to make improvements every year. One such improvement is the food. Last year, many people complained about the lack of food options.

This year, there will be 40 food vendors, including Izzy's Baja Fresh and the popular Pink's Hot Dogs.

Friday kicked off with food, rides and a performance by The Legendary Mustangs, whose members include Riverside County's 2nd District supervisor, John Tavaglione.

Today's activities include carnival rides and food vendors, and a fireworks show at 9:45 p.m.

Sunday will feature the carnival rides and more food and fun.

Nava said the intent is not to try to compete with other events in the community, which is why the event is always held the weekend before the Fourth of July.

May resale numbers by zip code...SQ FT $ fall hard!

Here are the sales numbers by zip code for May. There are a few areas that are selling well. Moreno Valley, Perris, Temecula, Murrieta and even Corona. Most of these sales are foreclosures or short sales, especially in the core areas. As you can see some of the price declines are pretty shocking considering that change is in only 12 months.

I really hope these guys are wrong...

I must say I’ve been a little obsessed with the situation with oil right now. Prices seem to be taking on a life of their own. Depending on who you believe this is due to pure speculation or its due to global demand outstripping supply or due to price manipulation. Regardless of the cause, oil is so critical to our way of life in the US that this is impacting everything. Stacks of SUVs piling up at local dealers, lots more compact cars on the road and the price of everything that is transported anywhere (aka everything) is rising. Personally I have cut down on anything non-essential and have sold my V6 sporty car and got a civic.

As we quickly approach $5/gallon here in California, what will this mean for the value of the housing in suburban and exurban areas such as Eastvale? There are clearly not enough jobs locally so people are forced to drive to Orange County or LA county every single day. To combat the rising cost of my own commute I’ve started taking the train every day. Not everyone works within a reasonable distance from the very few train lines though so this is not a solution for everyone. What will we do when gas costs $10/gallon?

In terms of oil supply and the future I really hope these guys are wrong:

If you look at the peak oil theory, the world doesn’t even need to run out of oil for there to be major calamity:

Up and Coming Eastvale

With the number of short sales, foreclosures, and bank owned properties, one would believe the housing industry has come to a complete halt within the community of Eastvale. However, the streets of Eastvale tell a different story. Yes, short sales, foreclosure and bank owned real estate signs align the many streets within the community but that has not yet stopped buyers from looking for that one great deal.
