Corona, CA: Road extension stuck in budget traffic jam (Foothill Westerly)

Fans and foes of the Foothill Parkway westerly extension will have to wait at least another year before the bulldozers arrive to complete the missing link between Skyline Drive and Paseo Grande in Corona.

The $35 million project, envisioned since the mid-1980s, was to begin in the fall of 2009. It was delayed a year, and now construction of the two-mile road is scheduled to begin this fall. Maybe.

Corona still must acquire several acres of right-of-way, according to Clint Herrera, a senior civil engineer and project manager, and two-thirds of the funding has yet to be approved.

Once work begins, he said, construction will take about two years.

Land acquisition has not gone as quickly as expected. Corona Mayor Stan Skipworth explained, "There have been continual negotiations taking place during this time with the intent of always being fair to the property owners. This approach is the right thing to do, but takes more time than opting for other legal means of acquisition."

Funding for the project will come primarily from the Riverside County Transportation Commission. Corona councilmember Karen Spiegel, who represents the city on the commission, is concerned but hopeful that construction will begin by the end of the year. "Funding is holding it up," she said. "RCTC is short on funding, but we're pushing to make it a high priority. Work on the 91 is the top priority in the county, so the (Foothill) funding is out of our control."

So far, she said, the city of Corona has spent about $6 million on planning.

Once completed, the extension is expected to reduce traffic by up to 40 percent on Ontario Avenue, which along with Sixth Street is the city's primary east-west thoroughfare. That's good news for residents along Ontario Avenue, which often is backed up with rush-hour commuters.

But not everyone is happy with the plan, particularly residents on Border and Mangular avenues, which will be connected to the extension and have traffic lights. Some residents still have signs on their front lawns protesting the connections.

"We're communicating with those residents," Herrera said. "We've promised to monitor traffic there after it's done and to mitigate any impact." Traffic studies, he said, indicate that Border and Mangular can accommodate any additional traffic.

Another concern is the likelihood that commuters heading north on I-15 to the westbound 91 freeway will be tempted to use Foothill Parkway to avoid congestion at that interchange. Herrera said studies show that improvements on the 91 will keep drivers on the I-15, adding, "We are aware that with accidents it will encourage commuters to find the easiest way to get around."

Widening the east end of Foothill Parkway, from Bedford Canyon Road to Tamarisk Lane, is a separate project. "Our intent is to have it widened by time the (westerly extension) is completed," Herrera said.

Norco, CA: Arizona State running back Deantre Lewis recovering from being shot

Arizona State freshman running back Deantre Lewis was shot Saturday night and is recovering in a local hospital in his hometown of Norco, California. Lewis was reportedly shot in the buttocks and his injuries are not thought to be life threatening.

The Arizona Republic reports that Lewis was visiting family but could not reveal further details due to privacy laws. Teammates of Lewis have been updating their Facebook pages with small updates on the recovering running back, a freshman, and confirming Lewis was shot in the buttocks.

In his first season with Arizona State on the field Lewis was second on the team in rushing with 539 yards and four touchdowns and 370 receiving yards (fifth on the team) and two touchdowns. Lewis rushed for over 100 yards in three straight games against Wisconsin, Oregon and Oregon State but the Sun Devils lost all three games.

Norco, CA: Man sentenced to prison for forcing 12-year-old girl to have sex, sell drugs

A 27-year-old man accused sexually abusing a 12-year-old Norco girl and forcing her to sell drugs has been sentenced to three years in prison.

Julio Cortes, of Westminster, pleaded guilty Feb. 4 in Riverside Superior Court to two counts of committing a lewd act on a child under 14. He was sentenced the same day by Judge Edward D. Webster.

When Cortes was arrested on Sept. 12, 2009, Riverside County Sheriff's officials said he threatened the girl with a gun, and forced her to have sex and sell marijuana.

The girl reported the abuse to sheriff's investigators the previous day, according to a news release.

The day of his arrest Cortes called the girl on her cell phone and told her he was coming to her house. Deputies arrested him after spotting him driving in the girl's neighborhood.

Riverside, CA: California college student's body found

The body of a California college student missing for a week was found Sunday floating in Newport Bay, authorities said.

A passerby spotted the body of Alan Song-Long Lin, a 22-year-old mechanical engineering student at the University of California, Riverside, who was last seen alive Feb. 5, KTLA-TV, Los Angeles, reported.

There was no sign of foul play and the initial indications were he died of natural causes though an investigation was ongoing, Newport Beach police said.

Lin had disappeared after leaving Rudy's Pub and Grill in Newport Beach. His family had reported him missing after he failed to show up for work or classes the following Monday.

Corona, CA: Coming into the 5th round of the AMA Supercross series, all eyes were glued on to who was going to be coming away with the victory at A2. Answer's James Stewart answered that question in convincing form as he captured his 3rd win of the year and second in a row.

"I am so proud of everyone on my team for making this happen," said Answer Racing's Stewart. "It's awesome to come here and win in front of a sold-out crowd here at Angel Stadium. I am out here racing against the best guys in the world, so this is never easy.

This win helped to extend James lead in the 2011 AMA Supercross series in which he is looking to capture his 3rd title.

Corona, CA: TEAM ZIP-TY HUSQVARNA TAKES ON TAFT BIG 6 GRAND PRIZE

Corona, CA: Just one week after the 2011 WORCS series opener at Honolulu Hills, Team Zip-Ty Husqvarna was back in action in Taft, California for the Big 6 Grand Prix series kick off. "We wanted to get some more time on the 2011 race bikes, so the Dirt Diggers MC Grand Prix provided the perfect opportunity," said Zip-Ty Racing field general Ty Davis. "Fortunately the mud from the previous week had dried up and gave the guys a chance to see how fast the new bikes really are when not weighed down with 50 pounds of gunk!"

Zip-Ty Husqvarna teammates Nick Burson, Cory Graffunder and Jamie Lanza all turned out for the fun, with Burson having the best weekend of the wild bunch. "On Saturday, I raced the TXC250 in the expert class and finished in second place," notes Burson, who bested a full field to finish 7th overall, just behind Graffunder who piloted the powerful new 2011 Husqvarna TXC449 in Heavyweight 4-Stroke class competition.

"On Sunday, I raced the Heavyweight 4-Stroke Expert class and finished third on my new TXC449," Nick adds. "The race was really fun and well run! The Dirt Diggers did an excellent job of getting the races off on time and keeping the course well-maintained."

On Saturday afternoon Jamie Lanza teamed up with Graffunder on a TXC449 for a crack at the $2,500 two-person team race that the Dirt Diggers added for fun. Although this dynamic duo finished out of the money by placing 5th out of 44 Expert teams, Lanza really liked the big bike. "Prior to the start of the team race I had a total of about 5 minutes on a 449," Lanza said since he usually races Husqvarna TXC250 or TE310 models. "But I adapted quickly to the roomy ergonomics of the TXC449 and I was very impressed with the amount of power it had."

In fact Lanza liked the new TXC449 so much that he would like to give the machine another go. "The big bike handled very well on the rough Taft course and I felt just as comfortable as I would aboard my TXC250 or TE310. I look forward to spending some more time on the 449 this year in another team race!"

Norco, CA: Calif. Law Calls For Stricter Prison Cell Phone Rules

By all accounts, California prison inmates are keeping up with technology. Using smart phones, they are texting, surfing the Web and even posting videos to YouTube.

One inmate even shot and narrated a video on his cell phone camera while guards tried to put down a riot; Sacramento TV station KCRA aired the footage last year.

"I gotta go right now," the prisoner-narrator says on the video before he abruptly signs off.

Thousands of these phones have been found, hidden under bunks or even in inmates' pockets. The prisons say it's dangerous because convicts can use the phones to stay in touch with other criminals. But California has yet to find a way to stop them.

'A Lucrative Football'

"It's really frightening that they would be able to post video from a phone," says Joe Baumann, a correctional officer at the the California Rehabilitation Center, a state prison in Norco. He says 10 to 15 phones are found each week. They're smuggled in in all sorts of ingenious ways.

"We had a case recently where we had a gentlemen pull up to the fence with a football," he says. With a strong arm, the man easily tossed the football over the electrified fence. There were 27 cell phones and chargers stuffed inside the pigskin. Each phone is worth about $1,000 behind bars.

"That's a pretty lucrative football," Baumann says.

But it's not just outsiders smuggling the thousands of phones into state prisons every year. State analysts say the primary source of unauthorized phones is the prison staff.

Last year, one guard claimed he made $150,000 smuggling phones. He was fired but never charged with anything.

Richard Subia, of California's Department of Corrections, says smuggling cell phones to convicts isn't a crime.

"It's very frustrating to me that we have people who work for our organization that are willing to risk the lives of their fellow employees," he says. "It creates another risk for the employees and inmates in our facilities, as well as the public at large."

The most notorious inmate caught with a cell phone is Charles Manson. He was caught with a flip phone back in March 2009, then again this past January with yet another cell.

Prison officials say Manson called and texted numbers in Florida, New Jersey and British Columbia.

An Uphill Battle

State Sen. Alex Padilla is making his third attempt to criminalize contraband cell phones. He wants smugglers to be fined $5,000 and inmates to get extra prison time.

"Clearly the problem is growing," he says. "It's growing exponentially and bottom line is, every cell phone at the hands of a dangerous inmate is a crime waiting to happen."

Padilla also wants prison guards and staff to go through metal detectors, something they don't do now. But that provision was rejected because of the cost. Guards would have to be paid for the extra time it takes to remove steel-toed shoes and equipment belts, possibly costing millions of dollars a year.

But Padilla faces an uphill battle getting any stiffer penalties, since the state's prisons are jammed and some lawmakers say California can't afford to lock up more people.

"Unfortunately, a lot of my colleagues just have a litmus test, if you will, that any new crimes or any extended sentences they are just going to oppose because of the state's budget situation. I couldn't disagree more," he says.

It may be possible to block unauthorized calls from prisons. But testing of that new technology won't start in California for months.

Corona, CA: Aged image may help solve 40-yr-old cold case

CORONA, CA: Technology may help finally solve a missing person case that's baffled Inland Empire investigators for 40 years.

A new computer-generated photo has been released of what investigators believe Debra Pscholka would look like today.

The Corona girl vanished when she was 12 years old on her way home from the movies.

She would now be 52 years old.

The National Center for Missing and Exploited Children released the computer-enhanced image.

Corona, CA: Corona gang member sentenced for attacking deputies

A Corona gang member who attacked two Riverside County correctional deputies, slashing one's neck, during an attack at the downtown Riverside jail was sentenced today to 157 years to life in prison.

Jose Ageo Amaya, 28, will serve the sentence handed down by Superior Court Judge Samuel Diaz in addition to a life prison term previously imposed for a carjacking and attempted murder for which the defendant was convicted in March 2006.

Amaya, a member of the Corona Varrio Locos street gang, was jailed in February 2004 following his arrest for forcibly taking a man's car and stabbing the victim three times in the back, according to the District Attorney's Office.

The defendant was awaiting sentencing for that crime in June 2007 when he attacked the two deputies, said D.A.'s spokesman John Hall.

He said the gang member refused orders to return to his cell at the Robert Presley Detention Center one day and "pulled a shank from his pocket, slashing the neck of one of the deputies."

"After a violent struggle with assisting deputies, Amaya was apprehended," Hall said.

The defendant was convicted Nov. 24 of attempted murder, assault with a deadly weapon, criminal street gang activity and two counts of being a prisoner in possession of a deadly weapon.

Corona, CA: Five Guys bringing burgers to more Inland locations (Coming to The Crossings at Corona)

EXPAND: Branches will open in Rancho Cucamonga, Mira Loma, Redlands, Corona, Moreno Valley and San Bernardino.

Five Guys Burgers and Fries is poised to become a familiar site in the Inland region.

The Virginia-based restaurant chain, which opened its first Inland location in Temecula last summer, has six more listed on its web site as "coming soon", and franchisees say more are planned.

Molly Catalano, a spokeswoman for Five Guys in Virginia, said restaurants are slated to open next month in Rancho Cucamonga and Mira Loma, and others will follow within the next several months in Redlands, Corona, Moreno Valley and San Bernardino.

Five Guys restaurants typically run about 2,500 square feet and have no drive-through. The small menu offers hamburgers and cheeseburgers with a selection of toppings and a handful of additional items.

There were two Five Guys restaurants in California at the beginning of 2010; today, there are nearly 30, Catalano said.

Across the U.S. there are nearly 750 Five Guys locations, and the chain is beginning to expand into Canada. Catalano said every franchise territory has been spoken for in both countries.

Sharon and Dan Kuhnert, a Carlsbad couple who opened the Temecula location, hope to have their second location, in the Crossings at Corona, open within the next three to six months, Sharon Kuhnert said. And they are scouting locations in Murrieta and other nearby cities for two additional restaurants that they hope to open in the next year or two.

The Temecula store employs about 40 people, mostly part time, and Kuhnert said business has been great since they opened. "Even in January, they say it's a slow month, but our sales are very strong," she said.

The Kuhnerts are among three franchise groups with territories that reach into the Inland Empire.

FRANCHISE GROUPS

Jeff Howes, a partner in Rexburger Boys LLC, another Inland franchisee, said construction is under way on the group's Mira Loma restaurant, located at 6285 Pats Ranch Road.

Plans are being submitted now for a Redlands site at 10040 Alabama St., and he said they hope to open there in early April. Leases are in the works on Moreno Valley and San Bernardino sites, he said, and they are scouting Riverside sites near Tyler Street, Central Avenue and downtown.

Howes, who lives in Riverside County, said the group hopes to open six to eight Inland stores this year.

He and his partners also are working with separate investor pools on Five Guys territories in Nevada and Washington.

EXPANSION PLANS

Catalano said 36 restaurants are slated to open in the Inland region over the next eight years, according to current franchise agreements.

Nationally, the chain is on track to put another 1,500 new restaurants on the map over the next decade, she said.

Howes said his group looked at various franchise concepts and favored Five Guys for the quality of the food and brand, and for the support provided by the company.

The tough economy was not an issue, he said. "Burgers and fries, they seem to do well in either economy," he said.

What do you think stood out to the judging panel, about you, regarding your audition? I think it was my ability to pick up choreography, my performance at the audition and (hopefully) my personality.

What do you think makes a good Laker Girl? A well rounded dancer, great work ethic and professionalism in all situations.

What is your dance experience? Jazz, tap, ballet, lyrical, hip hop and modern dance since I was 3 years old. In addition, I have had a couple years of International Latin (ballroom) dance instruction.

Murrieta, CA: ANOTHER Chuck E. Cheese Assault!

It's where a kid can be a kid, even if that means your a kid who likes assaulting people in bathrooms.

A woman in Murrieta, CA was attacked Wednesday afternoon in a ladies bathroom at a Chuck E. Cheese by a 16-year-old boy. The teenager was lurking in one of the stalls when the woman entered the restroom. According to her testimony, the boy grabbed her from behind, threw her into the handicapped stall and started relentlessly beating her. He allegedly knocked her head into the toilet and then began punching her in the chest.

Thankfully, her boyfriend, who was with her 2-year-old grandchild, came to check on her and intervened before the boy could do any more damage. (The woman told police she was convinced he was about to rape her.) The boyfriend, who is a bounty hunter by profession, held the boy in a head lock until the police arrived. The boy was then arrested on suspicion of assault, kidnapping and false imprisonment.

So awful. People can't even go to the bathroom anymore without fear!

Not to belittle what this woman endured, but imagine if it was another kid who'd gone in before her! We shudder to think!

Corona, CA: 2 men accused in multimillion-dollar car theft ring

Two men were in custody Thursday in connection with what authorities called a complex, multimillion-dollar car theft ring.

Kirsio Cruz, 46, of Norco and Luis Marroquin, 64, of Huntington Park were taken into custody by the California Highway Patrol and the Department of Motor Vehicles after a lengthy investigation. The two are accused of taking 26 cars valued at least $1.2 million by using fake documents to remove the actual lien holders from the vehicles' titles, California Highway Patrol Officer Daniel Hesser said.

The men are alleged to have conspired to remove the lien holders using fraudulent notary stamps, fraudulent CHP stamps and fraudulent DMV stamps.

They were arrested at King City Auto Sales in Los Angeles. Investigators also served a search warrant at an unlicensed registration service in Los Angeles, where additional evidence of fraudulent activity was found, authorities said.

The state attorney general’s office filed multiple charges in Los Angeles County Superior Court against the men. CHP officials said the investigation is ongoing.

Corona, CA: Man and woman arrested after police pursuit from El Monte to Corona

A man and a woman from the Inland Empire were arrested Wednesday night after leading police on a high-speed pursuit stretching from El Monte to Corona, authorities say.

El Monte police Lt. Ken Alva said officers spotted a car driving with no headlights about 11 p.m. near Central Avenue and Bodger Street and pulled it over. The driver stopped briefly before fleeing.

“The officers walked up and (the vehicle) drove away at a high rate of speed,” Alva said.

The officers followed the car, but backed off once it got onto the freeway heading east. Alva said a helicopter continued to follow the car and California Highway Patrol officers took over the chase near the 71 and 91 freeways.

The driver eventually stopped in the 800 block of Kress Court in Corona and fled into her home.

At the home, officers arrested Nancy Perez, 31, of Corona and Ray Tijerina, 39, of Beaumont. Alva said Perez is being held on suspicion of felony evasion of a police officer and resisting arrest. Tijerina is being held on a parole violation.

Corona, CA: Crooks in Corona, CA - John Towers Financial Services

Editors Note: Mycitycorona.com is not able to substantiate these claims, this is someones opinion so please read with that in mind.

I would like you to know about John Towers Financial Company. The owner Jeff Torres and his wife Brigitte Torres along with their entire staff is a fake and a fraud. I went on to the internet on what I thought was an Obama Loan Modification site. I filled in the blanks with name, email address, and phone number. I received a call from a Claudio Parris who said he was calling form John Towers Financial Services. He went on to say that they were part of the Obama Loan Modification program and was here to help me get more mortgage lowered. I blew him off the first couple of calls because I really couldn’t talk at work. He sent me emails as well. He called again, and I finally talked to him, he explained everything to me with a guarantee of a loan modification, because they do this all of the time, and they have not had anyone to get denied, especially since this was part of Obama’s plan. He also explained that it would cost $2,000. I told him I was already 2 months behind on my mortgage and if I had $2,000 I would pay my mortgage. He went on to say that I could pay it in 3 installments, so I agreed. Well, the first automatic draft came out of my checking account in November 2010 with an alert to me. I was fine with that. The second automatic draft came out of my checking account in December 2010, but then a few days later was deposited back to my account. I called my bank (Wells Fargo) and asked them why the money put back into my account, and they said it went to the fraud department (but no one from Wells Fargo contacted me to ask me any questions). I then told Wells Fargo that I authorized this payment and to please let it go through. They said ok. I immediately contacted Claudio to let him know what happened. He said he would have them to run it again. At this point John Towers just assumed that I didn’t have the money, then just put my file on the back burner. Therefore, with them sitting on my file until the end of January, along with them telling me not to talk to my lender (CitiMortgage), my house has been sent to foreclosure up under my nose. I was told on February 1, 2011 that my house is no longer mine. Now my son, and I have no place live. Well, of course Claudio doesn’t work there anymore! I have been dealing with Markie, and Brigitte. Brigitte Torres is the owner’s (Jeff Torres) wife, she sent me an email on 2/1/11 stating that CitiMortgage did not postpone my sale date, and that I should have filed a bankruptcy as she advised the day before, but my question is why should I? I just called Mr. Torres (2/2/11 @ 4:54pm central) to request my money back, and he told me I wasn't getting my money back! He also told me that I lost my house because I didn't pay my mortgage! On the Better Business Bureau site John Towers Financial is rated as an 'F' and has lots of complaints from others about being scammed by John Towers Financial. This is not right, and times are too hard...what am I supposed to do? I did what I was supposed to do, and have all email correspondence between them and myself. Is there any way for me to get my money back? My son and I really need it seeing that we’ve got to get out of here soon. I truly trusted these people, along with a lot of other people. They must be stopped! Please help me get the word out to all. If you would like to talk further, please don't hesitate to contact me via email. Thanks, Kyndra

Corona, CA: Corona to oppose governor's redevelopment plan

Nineteen major projects and almost 1,400 jobs in Corona are jeopardized by Gov. Jerry Brown's proposal to abolish California cities' redevelopment agencies, Corona officials say.

The City Council tonight will consider a resolution that opposes the governor's plan that would redirect $5 billion to the cash-strapped state.

Redevelopment agencies use property tax money to help businesses expand or locate within a city and replace blighted properties in order to create jobs and increase the city's income from property and sales taxes.

"It's the one last tool that the state of California has to compete with Arizona, Nevada and Texas, who are literally every day ripping businesses from the state and relocating them with their inducements, low-cost labor, low-cost land, less red tape and up to cash inducements," said Corona Redevelopment Agency Director Darrell Talbert.

He said the Dos Lagos, Crossings at Corona and North Main developments would not have been built without redevelopment money.

Opponents say redevelopment amounts to a handout for corporations and developers and that private enterprises should be allowed to succeed or fail on their own.

Brown has said that he wants to shift some of the money to cities, counties and schools.

"These scarce dollars, which could be used to protect police, firefighters and teachers, should not be banked away for special projects," Brown has said.

Corona's Redevelopment Agency expects to net $15.6 million in fiscal 2011-12, according to a city staff report. If the agency were abolished, the report said, seven major redevelopment projects, six programs providing assistance to homeowners and businesses to improve their property, four affordable-housing projects and two infrastructure projects would be affected.

"These are all projects that are proposed, are under review, funded or partially funded," Talbert said.

The resolution says 1,339 jobs would be eliminated. Krista Noonan, director of communications for the California Redevelopment Association, said these are jobs that would not be created.

The association assists redevelopment agencies with lobbying and education. It commissioned a study that determined the number of jobs that would not be created statewide as a result of abolishing redevelopment agencies.

Noonan said the jobs, mostly construction positions expected to be created, were calculated using a formula that takes into account the money each agency receives and its planned construction projects. The figures do not include jobs created by the businesses opening in new buildings, Noonan said.

Tonight's meeting is at 6:30 in council chambers at City Hall, 400 S. Vincentia Ave., Corona. The resolution is on the consent calendar, a collection of items the city considers routine that are usually approved with one vote and without discussion. Any council member or member of the public may pull an item for separate discussion and vote.
