"If lawmakers take our funds, it will affect our services that we provide -- police, fire, roads, street improvements," said Pete Aguilar from the California League of Cities.
The campaign "Cut Up the Credit Card" is an attempt to keep California from borrowing local funding.
Voters in 2004 passed a proposition that prevents the state from raiding local funds, which officials say should be a sign to Sacramento.
