California is one of 10 states in which lawmakers are allowed to change or add their votes after a bill has passed or failed. In all cases, the lawmaker's change cannot affect the fate of the legislation.

Some rental car customers call it the “ding-and-dent scam.” They rent a car and when they return it, the agency goes over it with a fine-tooth comb, locating small dings and scratches that result in an additional bill.

Maybe the blemishes were there before and maybe they weren't. If the consumer didn't notice, she will be on the hook.

Mark, of Corona, Calif., thought he was prepared for that when he rented a car from Enterprise in his home town. He and an Enterprise employee conducted an inspection and Mark pointed out some minor damage to the car's front and rear bumpers.

The National Association of Psychiatric Health Systems (NAPHS) Board of Trustees this week made recommendations in key policy areas that have the potential to significantly improve the lives of individuals with mental and additive disorders. The meeting (led by Board Chair Blair Stam, executive vice president, Signature Healthcare Services, Corona, CA) resulted in Board actions and discussion around three issues.

Parity Implementation

The U.S. Departments of Labor, Treasury, and Health & Human Services should issue a final rule by the end of this year on the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act, the Board recommended. The final rule should specifically address scope of service, Medicaid managed care, and non-quantitative treatment limits, the Board found.

An instrumental piece of rock and roll history is going public.

Fender Musical Instruments, the maker of legendary guitars strummed by the likes of Buddy Holly, Jimi Hendrix and Eric Clapton, filed papers Thursday for a $200 million initial public offering.

Founded in 1946 by Leo Fender, the company created the Telecaster and Stratocaster guitars in the 1950s.

The trucks beautifully laid Kandy Wild Cherry paintjob demonstrated that you could catch attention while still keeping an elegant look. Speed Tech out of Garden Grove, CA., is responsible for spraying the truck. In order to have his truck lay on the floor, Alex enlisted the help of Kevin at Sik Fabrications in Corona, CA.
